Let me show you how to set a static homepage using WordPress. You want to log into the admin, you want to head over to pages, click Add New Page, give it a name, add your content and publish it. Go back to the dashboard, go to settings, reading.

Then you can select your homepage displays a static page. And then under homepage, you can click your new page that you've created, which is home, publish. Now, if you go and view your site, you've got your new static homepage.
